Staying warm in winter can be a financial hardship for seniors on fixed incomes and individuals with lower incomes. If you or someone you know is struggling to pay for essential heating expenses, help is available. Preston County Senior Citizens, Inc. provides assistance for eligible residents of Preston County, WV with completing and submitting their application to the West Virginia Low Income Energy Assistance Program (LIEAP). What is LIEAP?
The Low Income Energy Assistance Program (LIEAP) is a federally-funded program that helps bring down the winter heating costs of eligible individuals. Low-income households can apply for assistance in the form of periodic payments made directly to their utility company on their behalf. The credit will be applied to the utility account. Households experiencing a heating emergency may be eligible for emergency crisis assistance through this program, as well.
What Types of Heating Systems Are Eligible?
LIEAP funds can be applied as a payment for the main source of heat used in the household. This may include natural gas, electricity, propane, oil, wood, kerosene, coal, and other heating fuels.
Who Is Eligible for LIEAP Assistance in West Virginia?
Residents of West Virginia who are responsible for paying for their heating expenses and need financial assistance to help pay for those heating costs must be enrolled in one of the qualifying social service programs (SNAP, Temporary Assistance, or Code A SSI) or have an income that meets LIEAP’s eligibility guidelines to qualify for assistance through this program.
The maximum allowable gross income (before taxes) levels for LIEAP FY 2020 are listed below:

When Are LIEAP Applications Accepted?
Generally, LIEAP begins accepting applications in November of each year. Funds are limited. If you believe you may be eligible, you should apply as soon as possible.
Is LIEAP a Loan That Needs to Be Paid Back?
LIEAP funds are provided in the form of a grant. They do not need to be paid back.
Can I Apply for LIEAP Online?
Yes. If you prefer to apply for LIEAP assistance online, you can submit your application directly through the West Virginia Department of Human Resources Website. You must create an account to use the self-service system.
Trained assistants at your local Preston County senior center can help you complete and submit your LIEAP application to the West Virginia Department of Health and Human Services.
